Discounted Rate Programs 

MMWD has discounted rate programs based on income, and for medically disabled customers: the Service Charge Waiver Program and the Medical Disability Discount. Details, qualifying criteria, and applications for each of these programs are listed below. If you have a question regarding MMWD's discounted rate programs, please contact our customer service department at 415-945-1400. After submitting your application, we will notify you in writing if you qualify for either of the below programs.

Capital Maintenance Fee
Our Board of Directors recently made key adjustments to the Capital Maintenance Fee (CMF) program for customers who have upsized meters due to indoor fire sprinklers or low water pressure, and for customers who qualify for our income-based fee waiver program.

Customers whose meter sizes were increased to accommodate indoor fire sprinklers or low water pressure may qualify for lower fixed fees. This fee adjustment would apply to the CMF as well as other fees based on meter size. Customers can apply for the adjustment online at MarinWater.org/metersizing or by calling 415-945-1506.

Customers who qualify for income-based fee waivers, effective November 19, will also receive a CMF waiver, which is in alignment with their current fee structure. This bill adjustment will automatically be applied to those currently receiving discounts through our income-based Service Charge Waiver program. Customers who are currently not participating in the program, and would like to apply can go online at MarinWater.org/discounts or call 415-945-1400.

These fee adjustments took effect upon Board approval on November 19, 2019.



Service Charge Waiver Program Based on Income


If you qualify, the bimonthly meter service charge and the watershed management fee are waived. The water you use is billed according to our usual and current rate structure. To qualify for MMWD's Service Charge Waiver, you must:
  • Have a gross annual household income at or below 80% of the median Marin County low income level set forth by the Federal Department of Housing and Urban Development (see Low Income Guide, also available in Spanish) and provide proof of same;
  • Install water-efficient showerheads, toilets, and faucet aerators in your home that meet MMWD code (free showerheads and aerators are available from MMWD);
  • Be a single-family residential customer with a meter size no larger than one inch;
  • Have the water service in your name (apartment complexes or mobile home parks with a master meter do not qualify); and
  • Not be claimed as a dependent on another person's income tax return.
If you would like to apply, please download and complete the application form (also available in Spanish), and return it to our Customer Service Department. Be sure to include proof that your income meets the income requirements. To determine your eligibility, MMWD may need to request additional information and/or schedule an appointment for you to meet with one of our representatives at the District's office.

Please note: The district reserves the right to request additional information at any time. While eligibility is normally for a one-year period, participation in the program can be revoked if a customer does not meet all qualifying criteria as set forth in the District code.

Medical Disability Discount


If you qualify, the bimonthly meter service charge and the watershed management fee are waived, and an additional twelve CCFs* is billed at the Tier 1 rate. To qualify for MMWD's Medically Disabled Water Rate Program, you must:
  • Establish your disability requiring use of additional amounts of water through doctor verification;
  • Install water-efficient showerheads, toilets, and faucet aerators in your home that meet MMWD code (free showerheads and aerators are available from MMWD);
  • Be a single family residential customer with a meter size no larger than one inch;
  • Have the water service in your name (apartment complexes or mobile home parks with a master meter do not qualify); and
  • Not be claimed as a dependent on another person's income tax return.
Please download and complete the application form (also available in Spanish), and return it to Customer Service Department. Your application must include certification from your doctor as to your disability.

MMWD Code Section 6.01.100. ". . . The district may perform a water audit on any property of a consumer receiving the medically disabled water rate to assure that the consumer is in compliance with this section and other provisions in this code pertaining to water conservation."

*One CCF, or 100 cubic feet, is 748 gallons.
