Discount Programs

Whether our customers excel at saving water, have a disability that requires a more equitable rate structure or are struggling to make ends meet, Marin Water offers a variety of discounts to eligible ratepayers.

If you qualify, the bimonthly Base Water Charge, Capital Maintenance Fee and the Watershed Management Fee are waived. The water you use is billed according to our usual and current rate structure. To qualify for Marin Water's Service Charge Waiver, you must:

  • Have a gross annual household income at or below 80 percent of the median Marin County low income level set by the Federal Department of Housing and Urban Development (see the application forms below) and provide proof of same;
  • Install water-efficient showerheads, toilets, and faucet aerators in your home that meet district code (free showerheads and aerators are available from Marin Water);
  • Be a single-family residential customer;
  • Have the water service in your name (apartment complexes or mobile home parks with a master meter do not qualify); and
  • Not be claimed as a dependent on another person's income tax return.
  • If you would like to apply, please download and complete the application form below (also available in Spanish), and return it to our Customer Service Department. Be sure to include proof that your income meets the income requirements. To determine your eligibility, Marin Water may need to request additional information and/or schedule an appointment for you to meet with one of our representatives at the district's office.

Marin Water reserves the right to request additional information at any time. While eligibility is normally for a one-year period, participation in the program can be canceled if a customer does not meet all qualifying criteria.

If you qualify, the bimonthly Base Water Charge and the Watershed Management Fee are waived, and an additional twelve units (One unit equals 748 gallons) is billed at the Tier 1 rate. To qualify for Marin Water's Medically Disabled Water Rate Program, you must:

  • Establish your disability requires the use of additional amounts of water through verification from your doctor;
  • Install water-efficient showerheads, toilets, and faucet aerators in your home that meet district code (free showerheads and aerators are available from Marin Water);
  • Be a single-family residential customer with a meter size no larger than one inch; 
  • Have the water service in your name (apartment complexes or mobile home parks with a master meter do not qualify); and
  • Not be claimed as a dependent on another person's income tax return.
  • Please download and complete the application form below, and return it to our Customer Service Department. Your application must include certification from your doctor regarding your disability.

Marin Water may perform a water audit on any property of a consumer receiving the medically disabled water rate to assure that the consumer is in compliance with the district’s water code (Section 6.01.100).

Key adjustments to the Capital Maintenance Fee (CMF) are available for customers who have upsized meters due to indoor fire sprinklers or low water pressure, and for customers who qualify for our income-based fee waiver program.

Customers whose meter sizes were increased to accommodate indoor fire sprinklers or low water pressure may qualify for lower fixed fees. This fee adjustment would apply to the CMF as well as other fees that are based on meter size. Customers can apply for the adjustment online by submitting an online Capital Maintenance Fee Adjustment Application or by calling 415.945.1506.

Customers who qualify for income-based fee waivers will also receive a CMF waiver, which is in alignment with their current fee structure. This bill adjustment will automatically be applied to those currently receiving discounts through our income-based Service Charge Waiver program. If you are a Tier 4  water user, Marin Water’s Tier 4 Exemption Program is designed to help you save water and lower your bill. To qualify, you must meet the district's current water conservation standards and pass a verification site visit. Your property then becomes exempt from Tier Four water rates for a four-year period. This means your water will be billed at a less expensive Tier 3 rate or lower.

The Super Saver Program is a discount of up to $8 that is automatically applied to the bi-monthly bills of single-family residential customers that are in the lowest 5 percent of water users (approximately 3,000 customers). There is no need to apply for this program. If your household water usage qualifies, the discount will be automatically applied to your next bill.
